Solution
The language is determined by the MIME encoding of the message. The system does not scan the content of the message lexically but rather depends exclusively on the MIME headers to determine the language of origin. Therefore, some messages containing blocked character sets could still slip through undetected from time to time if the MIME encoding specifies an allowed language.

Messages in languages that are marked as No Opinion (the default) are handled normally while Allowed languages are always accepted regardless of their spam score (unless they contain a virus). Blocked messages are deleted.

It is not possible to take any special action on the English language and its options are greyed out.
