Solution

When you start a computer that is running several different server services you may receive an error that the service timed out during startup. This issue may occur if the service times out before it starts successfully. This issue is more likely to occur if your computer is heavily loaded.

To resolve this issue, increase the time-out value for service startup process. When you increase this value, the services have more time to load when the computer starts.

Please refer to the following Microsoft Knowledge Base article on how to edit the registry to increase the service startup timeout. Please review all warnings associated with editing the registry. This article is also in reference to Microsoft ISA Server Storage service but does apply to any service running on your computer.
